Israel
Israel is an active participant in international trade, and imports a wide range of goods and services. The country's imports comprise various categories, including raw materials, machinery, equipment, consumer goods, technology, and more. Obviously the on-going war with Palestine is having an effect; however, imports continue to happen with little incident. Furthermore, VAT is now charged on services used within the country provided by an international company - this applies to IOR services.
Trading Partners
Israel's major trading partners for imports include the United States, China, Germany, Switzerland, and various European countries.
Israel is known for its thriving technology sector, and it often imports advanced technology products and equipment. This includes telecommunications equipment, electronic components, computer hardware and software, medical devices, and scientific instruments.
Key steps to import goods to Israel
To import technology into Israel, you will need to comply with certain requirements and regulations. Here are some key steps and considerations (the specific requirements are dependent on the goods being imported):
Establish a legal entity
Firstly, a company is required to have a full Israeli Business Registration. Establish a legal entity in Israel, such as a company or branch office. This is because you will typically need a registered business to engage in import activities.
Obtain Import Licences
Depending on the nature of the technology you plan to import, you may require specific licences or permits. Determine if your technology falls into any regulated category, such as controlled goods, dual-use items, or military-related products. Here are some examples of what may be required:
- Ministry of Communications (MOC) Approval for WIFI enabled devices
- Ministry of Communications (MOC) Approval for Telecom Type Approval
- Ministry of Economy (MOE) for Import Permits
These approvals may require sending the following documents;
- Full technical specs file
- Clear photos of the product
- Clear photos of the labels on the goods, or drawings of the label as it will arrive in Israel.
- CE declaration of conformity (with RED section). You must have the up-to-date versions of the standard, or Standard EU Declaration of Conformity.
- EU-type examination certificate (if available)
- Radio Frequency (RF) reports created by an ILAC certified Lab if the product has RF capabilities.
The Standard Institution of Israel (SII) Approval may require:
- The IECEE CB Certificate – required for electrotechnical equipment. This is a certificate that manufacturers obtain to prove electrical compliance and safety. It is becoming globally recognised as the de facto safety-testing certificate.
- EMC – Electromagnetic Testing reports. This is to ensure that goods comply with globally recognised tests to withstand interference from other electrical equipment and technology. It’s also to ensure that emissions are not harmful or detrimental to the environment around them.
Always ensure that your technology complies with Israeli standards, certifications, and safety requirements. Israel will not allow the import of goods without advance approval.
As with other countries, Intellectual Property Protection exists: if your technology involves intellectual property, it is crucial to protect it.
